Can a sound originate from a vertex?

I am a newbie just starting to experiment with sound. Is there a way to make a sound originate from a vertex or some other specific point? "There is humor in everything depending on which prespective you look from."

you mean applying a sound effect to a point in a game? like say a low chatter coming from a tavern in a rpg?
If so I believe Direct X has that capability, thus why programmers love direct x so much.. and if you have a good programmer, you can create spheres of sound, so once a player enters this invisible sphere, they can hear the sound, and as they get closer to the center of the sphere, the sound gets louder
