The best game idea ever......Just, so you know!

I''ve been thinking that more open ended / flexible games would be fun. It would be fun if say in the half-life single player, the rocket launcher wasn''t a gun that took rockets, but a gun that took rocket fuel and any projectile you could fit down the tube. so you could use rocketfuel+a box of shotgun shells and have a 8 shell blast, or you could shoot a headcrab and make the bull-squids chase it, or toss the snarks in a really high arc and have it attack the soldiers.
Games where there aren''t so much puzzles, but obstacles, and you can either break down the door, or pick the lock, or climb up to the window from the outside, or drill down from the room above, or bribe the guard, or shrink yourself and go through the crack, or anything.
I know this is stuff that has mostly been the realm of the RPG, but many of them seem to only support killing your way through the game.
Has anyone taken a look at building a game where things interact and inter-react realistically? Really open-ended gameplay based on realistic rules?
