Hi, I need a good mp3 decoder to resize my ingame music files. Does anybody of you know a good freeware or shareware decoder I can use for this?

Actually, reading your question again, it sounds like you want to convert a file into an mp3, Fmod will only play them. You seem to want to encode files as mp3s.
